A.CALL TO ORDER
Mayor Serdy called the meeting to order at 7:00 p.m.
B.INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Wilson gave the invocation and Councilmember Waldron led the meeting
attendees in the Pledge of Allegiance.

D.CONSENT AGENDA
A motion was made by Councilmember Barker and seconded by Councilmember Rizzi to
approve the consent agenda. The motion passed unanimously.
1.18-310 Consideration of acceptance of agenda.
The agenda was accepted.
2.18-311 Consideration of approval of minutes of regular meeting of June 19, 2018.
The minutes were approved.

3.18-243 Acknowledge receipt of the Library Board of Trustees Annual Report for Fiscal
Year 17-18.
The receipt of report was acknowledged.
4.18-312 Consideration of approval of the Economic Development Agreement with the
Greater Phoenix Economic Council (GPEC) for economic development
services for the term of one year and in the amount of $23,984.00, and
appointment of Councilmember Jeff Struble as the City of Apache Junction
representative to the GPEC Board of Directors.
The economic development agreement was approved. Councilmember Struble's
reappointment to the GPEC Board of Directors was approved.
5.18-315 Consideration of approval of award of contract to Sunland Asphalt for the
crack and fog seal of the Apache Trail from Meridian Drive to Idaho Road in
partial fulfillment of fiscal year's 2018-2019 Street Maintenance Plan. The work
would be through the 1 Government Procurement Alliance cooperative
contract No. 17-16P-05 in the amount of $176,354.49 plus a 10% contingency
for unforeseen change orders in the amount of $17,635.44 for a total not to
exceed $193,989.93.
The contract was approved.
6.18-316 Consideration of award of contract to Sunland Asphalt for the asphalt
pavement overlay of Ironwood Drive from Lost Dutchman Boulevard to
McKellips Road in partial fulfillment of fiscal year's 2018-2019 Street
Maintenance Plan. The work would be through the 1 Government
Procurement Aliance cooperative contract No. 17-16P-05 in the amount of
$280,354.21 plus a 10% contingency for unforeseen change orders in the
amount of $28,035.42 for a total not to exceed $308,389.63.
The contract was approved.
E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
7.18-244 Presentation of proclamation designating August 2018 at "Drowning Impact
Awareness Month".Community Risk Reduction Specialist Tina Gerola from
Superstition Fire and Medical District will be in attendance to accept the
proclamation.
Mayor Serdy read the proclamation and presented it to Tina Gerola of the Superstition
Mountain Fire and Medical District. Ms. Gerola made comments on the number of
year-to-date drownings and the importance of water safety especially during the
summer months.
F.ANNOUNCEMENT OF CURRENT EVENTS
8.18-305 Announcement of current events from mayor and councilmembers.
Councilmember Struble provided an update on Logan Reichwald, the local eighth grade
student at Cactus Canyon Junior High who recently took first place in the Arizona State
Bull Riding Competition. Councilmember Struble reported Logan took 4th in the

national competition out of approximately 108 contestants.
Councilmember Struble praised the police officer and fire district's medical response
team who responded to the personal injury he sustained in a fall he took on July 4th.
Mayor Serdy recognized Nancy Berhorst, Ms. Senior Arizona USA, who resides in
Apache Junction along with Ms. Senior America and USA, Sharon Friendly and Ms.
Senior Minnesota Lynn Perry.Ms. Berhorst spoke about the pageants, shared some
pageant novelties, and expressed interest in hosting a future pageant in Apache
Junction.
Mayor Serdy commented on the major storm event on July 9, 2018. The mayor thanked
city staff for their response in ensuring city residents and city infrastructure was safe
and for the cleanup efforts.
G.CITY MANAGER'S REPORT
9.18-307 City manager's report.
City manager Powell gave thanks to city staff for the July 4th event, for city staff and the
fire district's response to the storm event, and recognized city clerk employee Denise
Moulson for a compliment received from a patron of the city for her efforts in making
the food truck process easy for interested businesses.
10.18-323 Presentation and discussion on Maricopa Association of Governments (MAG)
2018 Desert Peaks Awards. Apache Junction was honored with an award for
involvement in the Text to 9-1-1 project and an award for the Apache Junction
Chronic Homeless Coalition.
City Manager Powell recognized the chronic homeless committee's receipt of the 2018
Maricopa Association of Governments (MAG) Desert Peaks Award for public -private
partnership. A video previously shown at the MAG award ceremony highlighting the
chronic homeless committee's efforts was played for the audience.

11.18-304 Presentation and discussion on Fiscal Year 17-18 Council Work Plan - 4th
Quarter Update.
Assistant to the City Manager Anna McCray provided a fourth quarter update on the
Fiscal Year 2017-2018 Council Work Plan. Councilmember Barker commented how
pleased she was that so many of the projects were completed or near completion.

12.18-313 Council direction to staff on proposed changes to Apache Junction City Code,
Volume I, Chapter 6: Animals, Article 6-1: Rules and Regulations; Article 6-2:
Impounding Generally; Article 6-5: Confined Animals; Article 6-7: Potbellied
Pigs; and Article 6-9: Violations, in order to keep pace with other cities, town
and state regulations and to cure problematic verbiage.Specific suggested
amendments include: 1) § 6-1-3, allowing the city manager to conduct civil
nuisance hearings; 2) eliminating § 6-1-8 which allows for the keeping of nine
to twelve dogs; 3) § 6-2-3, allowing alternative owner notification for
impoundments and abandonments; 4) § 6-5-2 allowing the city to recover
animal care costs for animals found in motor vehicles;5) § 6-7-4, clarifying
the handling of pot-bellied pig bites; and 6) § 6-9-2, adding terminology to
criminal filings and penalties.
Captain Arnold Freeman of the Apache Junction Police Department recapped the
proposed changes to the city code discussed at the June 18 Work Session.
Councilmember Waldron made a motion to proceed with the proposed changes as
presented and Councilmember Rizzi seconded. The motion passed unanimously.
13.18-317 Council direction to staff on proposed amendments to Apache Junction City
Code, Vol. I, Chapter 3: Administration, Article 3-7: Procurement Procedure.
City Attorney Joel Stern recapped the proposed changes to the city's procurement
policy discussed at the June 18 Work Session.Councilmember Barker made a motion to
proceed with the proposed changes as presented and Councilmember Evans
seconded.The motion passed unanimously.

Councilmember Evans made a motion that an Executive Session at 6:00 P.M. and Work
Session at 7:00 P.M. be scheduled for Monday, August 6, 2018 in the city council
conference room and city council chambers located at 300 E. Superstition Boulevard,
Apache Junction, Arizona, respectively and an Executive Session at 6:00 P.M. and Work
Session at 7:00 P.M. be scheduled for Tuesday, August 7, 2018 in the city council
conference room and city council chambers located at 300 E. Superstition Boulevard,
Apache Junction, Arizona, respectively with other meetings if necessary.
Councilmember Rizzi seconded. The motion passed unanimously.
