A.CALL TO ORDER
Mayor Serdy called the meeting to order at 7:01 p.m.
B.INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Wilson gave the invocation and Councilmember Barker led the meeting
attendees in the Pledge of Allegiance.

D.CONSENT AGENDA
A motion was made by Councilmember Barker and seconded by Councilmember
Waldron to approve the consent agenda as presented. Mayor Serdy, Vice Mayor Wilson,
Councilmember Barker, Councilmember Waldron, Councilmember Struble,
Councilmember Rizzi and Councilmember Evans approved the consent agenda as
presented.

2.18-328 Consideration of approval of minutes of regular meeting of July 17, 2018.
The minutes were approved.
E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
3.18-324 Presentation of proclamation designating August 7, 2018 as National Purple
Heart Day.
Mayor Serdy read the proclamation designating August 7, 2018 as National Purple Heart
Day. Councilmember Waldron received the proclamation.
4.18-333 Presentation of proclamation designating August as Child Support Awareness
Month. Nicole Olvera from Department of Economic Security will be in
attendance to accept the proclamation.
Mayor Serdy read the proclamation designating August as Child Support Awareness
Month. Nicole Olvera from the Department of Economic was presented with the
proclamation and made comments on her availability in the community.
F.ANNOUNCEMENT OF CURRENT EVENTS
5.18-329 Announcement of current events from mayor and councilmembers.
Councilmember Evans made mention of her attendance, along with City Attorney Stern
and Councilmember Struble, at the Arizona State Liquor License hearing regarding the
Pho Ever restaurant due to the conflicting information on whether the business had a
business license and the many questions city council had on the matter during a
previous meeting.Councilmember Evans clarified that their attendance at the hearing
was not to stop the business from obtaining a liquor license and that she is not
anti -business, that they were there to speak for the city and express their concerns.
G.CITY MANAGER'S REPORT
6.18-330 City manager's report.
City Manager Powell recognized the Parks and Recreation Department for three recent
awards they recently received at the Arizona Parks and Recreation Association annual
conference. A video was played on each of the awards.Mr. Powell expressed gratitude
for the partnerships that continue to make great things happen in the community.
Mr. Powell mentioned the early ballots were mailed this week and in it is Proposition
423, the permanent base adjustment.
Mayor Serdy mentioned that the city has no place to display the various awards the city
has won.Mr. Powell indicated that staff is working on a display case for the council
chambers lobby.

J.NEW BUSINESS
7.18-325 Presentation, discussion and consideration of approval of entering into an
agreement with Advanced Chemical Transport, Inc. to conduct two (2) annual
colllection events for household hazardous waste on November 17, 2018 and
March 2, 2019.This agreement would be through the Maricopa County
Cooperative Contract No. 13134 -ITN in a total lump sum amount not to
exceed $80,000 for both events.
Public Works Management Analyst Heather Hodgman provided a presentation on two
proposed household hazardous waste events. Vice Mayor Wilson made a motion that
the agreement with Advanced Chemical Transport, Inc. to conduct two annual collection
events for household hazardous waste on November 17, 2018 and March 2, 2019
through the Maricopa County cooperative contract no. 13134 -ITS in a total lump sum
amount not to exceed $80,000 for both events be approved. Councilmember Evans
seconded the motion. Mayor Serdy, Vice Mayor Wilson, Councilmember Struble,
Councilmember Evans, Councilmember Waldron, Councilmember Rizzi and
Councilmember Barker voted in favor of the motion.
K.COUNCIL DIRECTION TO STAFF
8.18-340 Council direction to staff to work with the Parks & Recreation Commission in
further exploring options for an off -leash dog park facility and providing a
recommendation to the city council that would include: best location(s) for a
dog park, short-term and long-term projects, construction/maintenance costs,
and potential funding sources.
Parks and Recreation Director Liz Langenbach gave a presentation on furthering an
off -leash dog park project.
Mayor Serdy asked what the minimum amount of money needed for an off -leash dog
park and maybe there is opportunity working with Gold Canyon, Paws and Claws, and
others.Parks and Recreation Director Langenbach reported that the amount needed
depended on the type of facility and emphasized that areas that may be prime for a dog
park do not have infrastructure needed. There are costs associated with developing a
park and then operating and maintaining it after the fact.
Councilmember Barker made a motion to direct staff to work with the community to
further explore options for an off -leash dog park facility and provide a recommendation
to the city council to include best locations for a dog park, short-term and long-term
projects, construction and maintenance costs and potential funding sources.
Councilmember Waldron seconded. Mayor Serdy, Vice Mayor Wilson, Councilmember
Barker, Councilmember Evans, Councilmember Struble, Councilmember Waldron and
Councilmember Rizzi voted in favor of the motion.

9.18-342 Special Meeting at 7:00 P.M. for Monday, August 20, 2018 in the city council
chambers located at 300 E. Superstition Boulevard, Apache Junction,
Arizona.
Councilmember Waldron made a motion that a Special Meeting be held at 7:00 P.M. on
Monday, August 20, 2018, in the city council conference room and city council chambers
located at 300 E. Superstition Boulevard, Apache Junction, Arizona Councilmember
Rizzi seconded. Mayor Serdy, Vice Mayor Wilson, Councilmember Struble,
Councilmember Barker, Councilmember Waldron, Councilmember Rizzi and
Councilmember Evans approved the meeting.

Executive Session at 6:00 P.M. and Work Session at 7:00 P.M. for Monday,
August 20, 2018 in the city council conference room and city council
chambers located at 300 E. Superstition Boulevard, Apache Junction,
Arizona, respectively.
Executive Session at 6:00 P.M. and Council Meeting at 7:00 P.M. for Tuesday,
August 21, 2018 is cancelled. Executive Session and Work Session for
Monday, September 3, 2018 is cancelled due to Labor Day. The next Council
Meeting will be September 4, 2018 in the city council conference room and
city council chambers located at 300 E. Superstition Boulevard, Apache
Junction, Arizona, respectively. Other meetings if necessary.
Councilmember Barker made a motion that an Executive Session at 6:00 P.M. and Work
Session at 7:00 P.M. for Monday, August 20, 2018, and an Executive Session at 6:00 P.M.
and Council Meeting at 7:00 P.M. for Tuesday, August 21, 2018 is cancelled. Executive
Session and Work Session for Monday, September 3, 2018 is cancelled due to Labor
Day. The next Council Meeting will be September 4, 2018 in the city council conference
room and city council chambers located at 300 E. Superstition Boulevard, Apache
Junction, Arizona, respectively. Councilmember Evans seconded. Mayor Serdy, Vice
Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Struble,
Councilmember Waldron and Councilmember Rizzi approved the meeting.
M.CALL TO PUBLIC
Mr. George Schroeder made comments on a potential dog park, Proposition 423, and
campaign sign placement.
Mr. Tom Aulik made comments on the landfill.
N.ADJOURNMENT
Mayor Serdy adjourned the meeting at 7:51 p.m.

Mayor Serdy called the meeting to order at 7:02 p.m.
Mayor Serdy adjourned the special meeting at 7:04 p.m. after which Vice Mayor Wilson provided
the invocation and Councilmember Strubie led the meeting attendees in the Pledge of

Consideration of approval of agreement between with City of Apache Junction
and Software as a Service (SaaS) and Implementation Service Agreement
with Tyler Technologies, Inc. through the Mohave Arizona Cooperative
Purchasing Contract No. 17D-TYL-0525 for the planning, configuration,
implernentation, maintenance and support of the Munis Enterprise Resource
Planning (ERP) system to enable the integrated management of City
financials in the amount of $326,337.00 for an initial 5 (five) year term, with
additional 1 (one) year renewals available after the initial term has expired (an
additional $23,290.00 in estimated travel expenses for Tyler Technologies
staff on -site implementation and training sessions is in and above the contract
total). The contract one-time implementation cost for the solution is
$117,632.00. The annual SaaS subscription fee is $41,741.00 per year.

a recommendation for approval or denial to be forwarded to the Arizona
Department of Liquor Licenses and Control.

authorizing the city to submit a Fiscal Year 2018 State Housing Fund
application, Resolution No. 18-25 adopting housing rehabilitation program
guidelines, and Resolution No. 18-26 committing local funds as leverage.

Resolution No. 18-24 authorizing the city to submit a Fiscal Year (FY) 2018 State Housing Fund
application, Resolution No. 18-25 adopting housing rehabilitation program guidelines, and
Resolution No. 18-26 committing local funds as leverage.Ms. Patel explained the city is seeking
to submit an application for owner occupied housing rehabilitation funds in the amount of
$386,000 to rehabilitate, at a minimum, the homes of eight low income households Resolution
No. 18-24 provides the city the authorization to submit an application for grant funds. Resolution

edits have prompted the re -adoption. Resolution No. 18-26 commits local funds as leverage to the
project The state requires leverage funds in the form of cash in circler to rank and rate each
application for funding. The city will provide $38,500 as leverage to the project for payment of
construction services and other related costs. The funding set aside for leverage will be allocated
within the FY 2019-2020 budgets under non -departmental grant leveraging.
Councilmember Barker moved that Resolution No. 18-24 authorizing the submission of
applications for FY 2018 state housing funds, which may include federal funding through the
home investment partnership program or state housing funds, certifying that said applications
meet the community's needs and the requirements of the state housing programs and authorizing
actions necessary to implement and, complete the activities outlined in said applications, be
approved.Councilmember Waldron seconded.
Councilmember Barker moved that Resolution No. 18-25 authorizing the adoption of owner
occupied housing rehabilitation guidelines dated February 1, 1994, as amended, in relation to a
housing rehabilitation activity, be approved. Vice Mayor Wilson seconded.
Councilmember Barker moved moved that Resolution No. 18-26 committing local funds as
leverage for a FY 2018 state housing fund appliCation, be approved. Vice Mayor Wilson
seconded.
ADJOURNMENT
Councilmember Barker made a motion to adjourn the meeting. Mayor Serdy adjourned
the meeting at 7:17 p.m.
