REGULAR MEETING
September 6, 2016
The regular meeting of the City Council of the City of
Apache Junction, Arizona, was held on September 6, 2016, at the
Apache Junction City Council Chambers pursuant to the notice
required by law.
CALL TO ORDER
Mayor Insalaco called the meeting to order at 7:00 p.m.

ACCEPTANCE OF CONSENT AGENDA

THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND
THAT RESOLUTION NO. 16-26, A RESOLUTION OF THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, RATIFYING THE
JULY 18, 2016 EXECUTION OF THE INTERGOVERNMENTAL AGREEMENT
BETWEEN THE CITIES OF MESA AND APACHE JUNCTION FOR EMERGENCY
TRAFFIC SIGNAL REPAIR AND MAINTENANCE SUPPORT SERVICES, BE
APPROVED; AND
THAT APPROVAL BE GIVEN FOR THE AGREEMENT BETWEEN THE CITY OF
APACHE JUNCTION AND VIP VENDING, LLC TO PROVIDE AUTOMATIC
VENDING MACHINE SERVICES TO THE MULTI -GENERATIONAL CENTER,
LIBRARY AND PUBLIC WORKS FOR ONE YEAR WITH AN OPTION TO RENEW
ANNUALLY UP TO TEN YEARS; AND THAT THE MAYOR BE GIVEN
AUTHORIZATION TO SIGN THE AGREEMENT PENDING FINAL APPROVAL AS TO
FORM BY THE CITY ATTORNEY.

AWARDS, PRESENTATIONS AND PROCLAMATIONS
Library Director Spencer Paden gave a brief history of the 30
years of service of Trish Pelletier.City Manager Bryant Powell
presented her with a 30 -Year Service Award, a monetary award and
a special certificate.

City Manager Bryant Powell commented on the police chief being
honored on the Lost Dutchman Marathon Facebook page and read a
thank you letter from someone who received a stop work order.
Superstition Fire and Medical District Chief Paul Bourgeois gave
a brief update on open burning information, the Insurance
Services Organization rating and the override election.
Vice Mayor Barker asked what he meant by temporary override.
Chief Paul Bourgeois stated fire districts in Arizona are
allowed this fiscal year and next fiscal year to ask voters for
the discretion to implement the override.It is only good to
2021.There is a sunset on this.It is only 5 years.
Councilmember Rizzi asked what would happen if the state funding
were to change and they provided them with the funds that were
needed and they were in the middle of that override.
Chief Paul Bourgeois stated the board of directors will have the
discretion to adjust accordingly.He can speak for his board
because he knows how they think.If that were to happen and the
structural problems were to be resolved, then they would be
backing away.They would make adjustments accordingly.This is
all money that is not going towards wages or benefits.It is
for capital for the purchase of big items for the next several
years.
Councilmember Rizzi commented he estimated $25 a year for the
assessed property value.
Chief Paul Bourgeois stated per $100,000 of limited cash value.
He then proceeded with his update on the volunteer program and
the fire prevention festival.
Councilmember Evans asked a question on a legal burn.They have
to get a burn permit through the county.It is supposed to be
no bigger than a 3'X 3' box which is a campfire.
Chief Paul Bourgeois stated that is correct and that is what
everybody does.Everybody has 3' X 3' fires.

Councilmember Evans commented they showed up and educated her a
number of years ago.Because they are so popular right now in a
lot of subdivisions people have the outdoor fire pit or you can
buy the metal ones at Home Depot or whatever.She asked if that
is where the complaints are coming from or are they coming from
people actually burning trash or garbage or is it dust.
Chief Paul Bourgeois stated it is a little bit of both.The
nuisance calls kind of run the gamut.Certainly when you are in
a more congested part of town, a more densely populated area
like a neighborhood, they are much more likely to get those
kinds of complaints.
Councilmember Evans asked if the people that live in the
neighborhoods that have either built a masonry outdoor fireplace
or have one of those portable ones are required to get a burn
permit every time they want to use one of those.
Chief Paul Bourgeois stated they are not.
Councilmember Evans asked why.
Chief Paul Bourgeois stated the burn permits are for the larger
scale, the ones that go beyond the 3' X 3' and the burning of
debris.Residential warming fires are permitted.

Connelly briefed the council on the item.
Mayor Insalaco requested the
applicant address the council.The applicant was not in
attendance.He asked if any of the council would like to hear
from the building department and the consensus was yes.

Vice Mayor Barker commented
regarding his comments in the packet from August 18 it states
the building division does not recommend approval of this yet
the planning division does.She is confused.
Building Official Dave
Zellner stated he thinks that is probably because of the
different areas of concern they cover.Building is more worried
about the actual building itself and the features of the
building that would include exiting, accessibility and stuff
like that.They can be affected by people drinking alcohol.
They know historically that people kind of lose awareness of the
situation and it takes longer for them to respond.When they
introduce alcohol, the codes have more strict provisions and
stuff like that.One of the issues the building division has
been struggling with is the applications that go to the state
first and then come to us.They are what they see in the
packet.The state, for some reason, is not making people put
dimensions on there and they are running into some issues where
down the road in 4 or 5 years it is hard to say what area was
actually granted the extension or the liquor license.That is
one issue.He was looking at the diagram they received in the
package and the occupant load seemed greater than it should.He
eats there.It seemed a little more than what was normally
there.He went back and he found out on that visit that
alterations had been made to the building.It has a very nice
bar and stuff, all without permits.It is probably not a big
fire issue at that point but there are certain American
Disabilities Act things and the health department as he put a
sink in and things like that.He modified the building.They
talked to him about that and they tried to get him on track to
get the permits and stuff.There are some exiting things they
need to work out but he thinks those can be fixed by them
limiting the occupant load, limiting the number of seats that
are available and that kind of thing.He does not expect that
he intended to have 100 people but they need to keep it under
50; then there will not be the exiting issues that were brought
up.They are trying to work with him on that.He believes the
applicant got an opportunity to expand into the space next door
and just kind of did that organically and got to thinking.He
does not know if this company approached him or if he said he
needed to add here or do better.It grew and became some things
that they are now trying to get fixed.He does not know how the

conditioning or approval to the liquor board works but he thinks
they can get those things resolved.Staff has gone out there
and talked with him and they are trying to get him on the right
path and get him the information he needs to get corrected.If
they get a couple of things on the exiting and some other stuff
there is not any other reason to say no.
Mayor Insalaco commented he
feels this is something that can be resolved.
Building Official Dave
Zellner stated that is correct.He has not heard from him since
they had the initial visit on that.Hopefully that will
continue.They have things they can do to keep it going.
Hopefully that becomes the carrot that he has the approval to go
ahead and get the rest of this sorted out.
Vice Mayor Barker commented
she understands that the state does not require this type of
specificity.He is talking about building permits and the state
is talking about a liquor permit.It seems like it is two
different things here.
Building Official Dave
Zellner stated they are, but there is a building permit he needs
to get for the changes he has made to put the bar in.The
liquor license concerns they have are there are some exiting
issues when they have a certain number of people and they have
to be careful and control that.If he has more than 50 people
and they are now serving alcohol, the exits are too close
together.He has two front doors too close together.
Vice Mayor Barker commented
they are right together.
Building Official Dave
Zellner stated they are too close together to meet the
requirements.He thinks they can work through that as long as
he knows he cannot have 50 seats in there.One of the issues
with the state is they are not requiring what he needs.He does
not know if they are saying if someone puts the square footage
on there that it takes care of the dimensions.Square footage
can shift.They may want this 1,000 sq.ft. to be it today and a

year from now it is a different 1,000 sq.ft.He really thinks
it is important to have dimensions and accurate drawings so you
can say it looks like they have extended past what they are
supposed to.He asked that question of them and they have not
responded to him yet.It might be something somebody else will
follow up with.
Councilmember Evans commented
if they had done it right in the first place and gotten the
permits whenever they did the addition, they would have already
had the dimensions.
Building Official Dave
Zellner stated they probably would have had something to match
up with.He looked to see what kind of history we had on those
two spaces and we should have been involved when they expanded
into the second space but we were not.They actually went
further with the building, adding and taking out some walls.He
gets concerned because these people put themselves at risk with
lawsuits from the American Disabilities Act and lawsuits from
insurance companies saying they do not want to pay them because
they did something that was not supposed to be done.
Councilmember Evans commented
because it was not permitted and he does not have any correct
information, especially on the American Disabilities Act safety
issues.That is always what her concern is because electrical
can be done as a handyman special.She asked where the
liability would lie.They have some other places serving
alcohol that have an occupancy load that always exceeds the
number.It just does.Knowing that, and she feels bad that the
chief left, but we do not ever have an inspection to see how
many people are actually there and if they go over it.Here we
are in the position of we do not know how the work was done, we
know that it is •not in compliance with the American Disabilities
Act, we have an occupancy problem and the applicant did not
bother to show up.She does not know but that seems like a lot
of things wrong.She totally understands the need for the
dimensions.She asked how they could even state what the
occupancy load should be without the dimensions of the building,
and yet it is not our responsibility to go out and measure the
place for him.He provided a drawing.

Zellner stated if they had the dimensions they might have been
able to say based on the dimensions their load is only going to
be such and such.They have drawn in more tables than will fit
if they are doing it to scale.He does not know.
Councilmember Evans commented
it is a crap shoot.That is all one can call it.
Councilmember Waldron asked
what the time frame is on their getting back to the state.
City Clerk Kathleen Connelly
stated she thinks they would be okay in continuing it to the
next meeting if that is what they are interested in doing.
Councilmember Waldron
commented he wants to move it because the applicant is not here
to talk about it.
City Clerk Kathleen Connelly
stated in this case it is not just the applicant.The owner of
the restaurant has an agent and she is not here.Neither of
them are here.
City Attorney Joel Stern
stated he believes it is 60 days.
City Clerk Kathleen Connelly
stated it is.
City Attorney Joel Stern
stated if they do not make a decision in 60 days it is deemed
approved.That is how it works.
Vice Mayor Barker asked when
the 60 days start.
City Attorney Joel Stern
stated from the date it is filed with the state.He thinks the
date on that is August 16 on the application.

City Clerk Kathleen Connelly
stated they started processing it around August 11 so she thinks
they would be okay continuing it to the next meeting.
Councilmember Waldron asked
what the date is for the next meeting.
City Attorney Joel Stern
stated that is the Tuesday night where they would go for a vote.
Mayor Insalaco opened the
public hearing on the item.There being no one wishing to
speak, he closed the public hearing on the item.He reopened
the item to council discussion.
Councilmember Wilson
commented he read the police report and they were talking about
the training course.He asked if we know if he has taken the
course yet.
City Clerk Kathleen Connelly
stated that is one of the questions on the application.She is
not sure staff knows the answer to that.They are required to
take it but she does not know if they confirm that they have.
It may be something they do not go to until they get the
license.
Mayor Insalaco commented
until they get the final okay.
Councilmember Wilson
commented they have to get the license first.
City Clerk Kathleen Connelly
stated it might be a requirement.She has never been to one of
these classes so she does not know in what order the state
prefers they go.
Vice Mayor Barker asked if
the chief knew the answer to that because the sentence does not
give them a feel.

Public Safety Director Tom
Kelly stated he does not have the exact answer to that but as
they all know, the state does what they want to do.Their
report just requires that certain things be done on it and at
the time the interview was conducted by staff they had not
accomplished that task so they had to say they had not complied
with that.
Vice Mayor Barker commented
it says he plans to attend and complete soon.
City Attorney Joel Stern
stated if she looks at the second page of the application, 14A
asked the question "Have you attended a DLLC approved liquor law
training course?"

stated it is in the big box at the top and the answer was no for
the last 3 years.It says if the answer to 14A is no, the
course must be completed before the issuance of a new license.
Vice Mayor Barker commented
so he cannot even get the license.She moved IT WOULD APPEAR TO
HER THAT RATHER THAN EXTENDING IT JUST TO THE NEXT ONE THEY
SHOULD EXTEND IT TO THE FIRST MEETING IN OCTOBER, AT WHICH POINT
IF BUILDING WILL BE WORKING WITH HIM SO THAT THEY DO NOT FEEL
LIKE THERE IS OUTSTANDING STUFF THERE AND IF WE SEND
CORRESPONDENCE TO MS. NATIONS THAT SAYS SOMEBODY MUST BE HERE.

stated that is what she thought the first letter said.
Vice Mayor Barker commented
maybe we need to make it more emphatic.

stated she is the representative of many applicants.

she got that out of her answers on the application, that she

represents many.She asked what the date is of the first
meeting of October and she added to her motion DATE OF THE FIRST
MEETING IN OCTOBER IS OCTOBER 4.
Councilmember Serdy commented
he wished the applicant was here, too.He does not think he is
turning this into a bar.He thinks it is going to stay a
restaurant.He is.just going to have a liquor license just to
have a drink with dinner.
Vice Mayor Barker commented
he does have a bar.He built it in there.
Councilmember Serdy commented
it is not going to be a sit down bar where someone is going to
go there and drink for three hours.He thinks the intention is
to have just alcohol with the food.He thinks they may be
overreacting some.
Vice Mayor Barker commented
perhaps when he or she comes they will tell us that and then we
will be very sure of that.There are seats at the bar.
Mayor Insalaco commented they
had a motion and called for a second.

(During the vote Councilmember Serdy asked the city clerk what
the motion was.
Vice Mayor Barker responded just to move it to October 4th and
to write a letter to Ms. Nations asking her please be here and
for the building department to work with the guy to get all this
stuff together.)

Vice Mayor Barker commented
they need a map.She would like a grid of the northeast section
first as that is where all of these have been coming from lately
and then they can keep moving.She would like to be able to
anticipate the future a little bit instead of extinguishing all
these roads and finding out they need them and a shed is in the
middle of them.

Schatz stated the public works department and development
services have been working with Central Arizona Governments on
this.They have received a proposal, a fee.
Vice Mayor Barker commented
it is too much.

Schatz stated it is too much.They are kind of dicing it a
little bit to see what they do not have in house to do.They
are kind of leaning on them a little bit to start somewhere like
collecting all the GIS sites.They only have one person in the
whole city that does GIS.If we can use them to do just a
portion of it and then after they receive that information we
can then disburse throughout both departments and all city staff
to see exactly what they can do to start mitigating this and
stop creating such a mess.

excellent.We need to look at the future.

ANNOUNCEMENT OF CURRENT EVENTS
Vice Mayor Barker thanked the public for going to the polls and
voting yes on Proposition 410 as it is very important to the
community and everyone living here.
Councilmember Wilson seconded that.
Councilmember Serdy commented Paws and Claws is always in need
of funds and yard sale season is coming up.They are asking for
items to be donated for a rummage sale.Think about donating
items to them.

Director Liz Langenbach briefed the council on the item.
Councilmember Evans asked if
the fiscal year is January to December.
Parks and Recreation Director
Liz Langenbach stated a lot of the money they get at the state
level is actually federal money.They work on the federal
calendar which is October to September.However, they have
given the fiscal year of June to July for us so the city could
get an idea of the approximate money available.She continued
with her briefing.
Councilmember Evans commented
the total revenues and total expenses are upside down by about
$126,000.She asked if Pinal Gila will assume that deficit
immediately if they take over.
Parks and Recreation Director
Liz Langenbach stated that is one of the things they talked to
them about.They had a conference call with Pinal Gila this
afternoon.There are efficiencies that would happen by not
cooking in our kitchen.There is a lot of staff cost.They
have a full site person that is there every day Monday through
Friday.They are like a recreation coordinator.They will not
have to pay for that person.They will take care of that with
the staff they have right now.One of the things Pinal Gila
would want when they take this over is for the city to dedicate
somebody on the recreation team that will be learning the ropes
and doing everything side by side.They feel they have the
ability to do that to some degree in that temporary time frame.
There are a lot of administrative costs that will be cut.They
do not have East Valley Adult Resources overhead.They will not
have a lot of those expenses.
Councilmember Evans commented
it did not say what the administrative costs East Valley Adult
Resources had in these expenses either.
Parks and Recreation Director
Liz Langenbach stated she and Pinal Gila have those numbers.
They shared with them the lump amounts so they would kind of get

an idea of what the revenue to expense ratio looks like.That
is something they could certainly share at some time.This is
what Pinal Gila does and their biggest thing is explaining to
them they were operating at a deficit for so long.That should
not have been happening.It was something that really needed to
be looked at a long time ago.The hard thing is to stop doing
what you have been doing always.It is really challenging for
the members themselves.She does not know if they ever had a
real heart to heart talk saying if they wanted to continue
having services they will have to look at it differently.And
now they are.She feels the message from the participants is
they recognize that.They want to have these services so they
are willing to look at other options.The overhead costs will
definitely be something that is minimal.One thing that is
important to mention is transportation.Pinal Gila is not
willing to take over transportation.That whole column gets
taken away and that is $65,000 of the deficit right there.They
will be looking to see if the city will be willing to contribute
a little more money, whether through health and human services
or parks and recreation.
Councilmember Evans commented
in the past her knowledge and understanding with the meals on
wheels and transportation was it was all handled through faith-
based organizations, not so much the city.

Liz Langenbach stated East Valley Adult Resources actually did
it, whether they contracted or they had other people helping,
all that money came from Pinal Gila for the home -delivered and
other sources of funding.They usually had some health and
human services money for home -delivered meals.
City Clerk Kathleen Connelly
stated each one of these categories had funding through health
and human services.

Liz Langenbach stated for all these years we have been working
with them.East Valley Adult Resources has always provided it
in this community.

Councilmember Evans commented
East Valley Adult Resources always operated out of the city
building.
Parks and Recreation Director
Liz Langenbach stated that is correct, here in Apache Junction
as do all the other agencies in other cities.
Councilmember Evans commented
they show the contribution from the city of $14,000 from the
health and human services when really the city's contribution is
much, much bigger than that.

Liz Langenbach stated excellent point.
Councilmember Evans commented
that is another factor into the exact cost of these programs.
City Manager Bryant Powell
stated what is interesting about the transportation portion is
that it was not that long ago when LTAF II revenues went away
which is that big column on transportation they had as public
policy.They were going to dedicate that as lottery money that
came into the cities and towns that was post -recession 2010.It
has been one of those things.They have not seen the clarity on
the numbers we are seeing tonight.It was probably something
they were lingering on and worrying about as their board went
on.Now we are seeing that.That is one of the major
components that was not penciled in.
Councilmember Evans commented
out of this chart with the suggested donations the only thing
they could immediately change is that you said Pinal Gila
requires below income seniors to only pay $3.50.
Parks and Recreation Director
Liz Langenbach stated correct but they have other ways in their
centers where they believe they get more than that.They
believe they would be able to have a drive, and we do some of
this here she believes, where there is a monthly envelope.
Folks may not have a dollar every day but when they get their
social security check or something else at the end of the month

they can do their contribution all at once.They have some ways
of going in.They would be making a bigger effort at explaining
to folks.If they are not able to donate to it, it might go
away over time.That is how that one would probably change a
little bit.
Councilmember Evans commented
as she said earlier, if she wants to eat there it would be
$6.00.

Liz Langenbach stated that is correct.

as far as looking at what fees can actually be charged to not
only the seniors that cannot pay that, she does not know how
they can judge who can afford more than a dollar.She does not
see how they can do that.

if it is not cost effective there has to be another way.

Liz Langenbach stated she thinks what Pinal Gila is doing is
cost effective.There are models all over Pinal and Gila
Counties that are doing just fine.They are able to balance
that.It is getting in there and looking at the efficiencies.
They need to look at what they can be doing differently where
they can provide the services yet not cost as much.Operating
three vans and having three drivers, there might be a way of
changing that.Not delivering home meals every day is going to
be a major reduction in costs.
Councilmember Evans asked if
they could get some of it done by volunteers.

Liz Langenbach stated there are a small amount of volunteers for
home -delivered meals.It requires so much investment in the
initial end of it, they have level one clearance cards and a lot

of other requirements.The volunteers for home -delivered meals
are super important.
Facilities Manager Jamie
Sullivan stated home -delivered meals will send out 4 to 5
drivers each day because they can only deliver 20 meals at a
time because by the time they get to the 20th meal the
temperature has to be the same temperature as the first meal
that went out.Currently they have 4 paid drivers and one
volunteer.During the winter season when more able-bodied
residents come back, then they have more volunteers to help
deliver.But then they may see an increase in medical
transportation or other needs for those volunteers to help serve
at lunch.
Councilmember Evans asked if
she has the actual cost breakdown on what it costs to make those
meals in our kitchen versus outside.
Parks and Recreation Director
Liz Langenbach stated they have what they have listed as their
food costs, their equipment costs and other costs they have
provided.They do not have any idea of whether or not that is a
good model.They have Mona Barton who was head of the food
services for the school district.She has been willing to help
them look at things and look at how it goes.Staff will be
learning that and that is why it is super important for Pinal
Gila to come in temporarily, take care of things and for staff
to be learning as we go.They do have a rough idea of what it
costs and an approximate cost for a meal which is well above
what the suggested donation is at this point, because of the
staff and the vehicle and all the stuff involved.Another great
example is home -delivered meals.In some communities the
volunteers use their own vehicles and they pay them a stipend.
Instead of using our vans that are really built to transport the
seniors, they are using the great big vans that are gas guzzlers
to transport meals.They know this is not ideal but this is
what they had to work with.They are a nonprofit and they were
doing the best job they could with what they had.That would be
another area the city would look into.Pinal Gila works with
every single community's senior center.They understand the
model.They know what works and what does not.They see
everybody's budget and everybody's line items so they have a

very good understanding of what that would be.We would be
learning that in our kitchen.Potentially in June or July we
would have to be doing something different.They will not be
doing it for us.We would be learning very quickly in November
and December.December, January and February is the super busy
time.It will be a great time for them to look and see what
some of those costs are.
Councilmember Rizzi commented
she wanted to tell them that in the short period of time that
they had to put this educational presentation together they did
an amazing job.

Liz Langenbach stated the major credit goes to her staff who
went and visited everything.
Councilmember Rizzi commented
it is a concern, a big concern for all of them.They will get
it figured out.She knows they will come up with some solutions
and they will do it together.She just wanted to thank them for
their amazing job in the short period of time putting this
educational presentation together.
City Manager Bryant Powell
stated and that is an emphasis on the parks and recreation
department.He wanted to thank Liz, Larry and Jamie because
they took this on and said they were going to do as much
research as they could.The city does need help from the
community and they do need all ideas to come forward on this.
It is a concern.They are our people.They want to do all they
can to do the best they can.There is only so much butter that
is going to go on the toast and they have to figure out a way to
do the best we can with the special resources that we have.He
knows our team is doing the best that it can.He thanked Liz
for the presentation.They will keep working on it.This is,
in essence, an opportunity between now, November and July 1,
which is the budgetary time, where they can stutter step and
work together come April when they are pulling the budget
together.They are all working together.

Connelly briefed the council on the item.The majority of your
boards and commissions have one or more terms for sitting
members that expire at the end of October.We are starting the
process a little bit earlier this year because last year
lingered into December and it got very complicated.Tonight she
is asking for what process they want to follow.In the past for
the first round of interviews they worked with the appointees to
the Board of Adjustment, Planning and Zoning Commission, Library
Board and Parks and Recreation Commission.They would interview
them on a Monday night at a work session and they would appoint
them the next immediate night on a Tuesday.Two weeks later
they would do the applicants for the remaining boards and
commissions:Health and Human Services, Construction Code Board
of Appeals and those smaller boards and, in many cases, boards
that meet infrequently.Again, they would do those interviews
on a Monday night and the appointments the next immediate night.
She is asking if they want to follow that same process.
Mayor Insalaco commented it
has worked in the past.
City Clerk Kathleen Connelly
stated what is already happening is that current applicants who
are interested in being reappointed as well as new applicants
are being asked to go through the online application process so
that they would have the information from them.We are in the
process of gathering information from the various departments as
to current appointees, what has their attendance been at
meetings, so they will have all that information and she did not
know if there was other information that they wanted.One of
the things they now see when they get their board and commission
list is they now see the information on when they were actually
first appointed.She thinks that will give them some help in
knowing how long they have been on that particular board or
commission.It is on the list now.She does not know if they
want to make a change in that process.

CALL TO THE PUBLIC
Mr. George Schroeder, 2444 W. Virginia, Apache Junction,
addressed the council regarding no street improvements ever
being done on Virginia, requested the resignation or termination
of City Prosecutor Eric Yuva, City Magistrate James Hazel and
Police Chief Thomas Kelly and voiced concern over a neighbor.
Mayor Insalaco requested Mr. Schroeder to control his temper.
Mr. George Schroeder continued with his concern about a
neighbor.
Mr. Jimmy Eidson, 1389 W. 15th Avenue, Apache Junction addressed
the council regarding police officers from various agencies
shooting people in Apache Junction and requested they be
required to check in with the police department and his concern
about a kangaroo court in Florence.
Councilmember Serdy commented there will be a new county
attorney.
