REGULAR MEETING
MARCH 1, 2016
The regular meeting of the City Council of the City of
Apache Junction, Arizona, was held on March 1, 2016, at the
Apache Junction City Council Chambers pursuant to the notice
required by law.
CALL TO ORDER
Mayor Insalaco called the meeting to order at 7:00 p.m.
INVOCATION
Councilmember Wilson gave the Invocation.
PLEDGE OF ALLEGIANCE
Councilmember Rizzi led the Pledge of Allegiance.

AWARDS, PRESENTATIONS AND PROCLAMATIONS
None.
ANNOUNCEMENT OF CURRENT EVENTS
Councilmember Wilson commented they had over 8,000 people come
through the gates at Lost Dutchman Days on Saturday.They had
beautiful weather the entire time.
Councilmember Evans commented they had the first meeting last
night at Central Arizona College concerning the Arizona State
University students who are preparing a document for the city on
the vision for the city.It was very well attended by residents
and almost the entire council made it.It was a good evening
with a lot of good ideas.
CITY MANAGER'S REPORT
City Manager Bryant Powell stated they just got word that the
vice mayor is calling in to listen.
He commented on staff's participation during the Veterans Day
Parade, the Festival of the Superstitions, the Holiday Light
Parade, the Lost Dutchman Marathon and Lost Dutchman Days,

working on bringing new events to the city and work on the
downtown park.
Mayor Insalaco commented he and Councilmember Waldron had a
meeting with Senator John McCain and all the tribal leaders over
the Indian gaming.They talked to the president and governor of
Gila River and Salt River and both want to be in the Veterans
Day Parade next year.That will make it colorful.
City Manager Bryant Powell stated that is wonderful.

PRESENTATION AND DISCUSSION ON
AMENDMENTS TO THE INTERNATIONAL
CITY MANAGER ASSOCIATION 401(A)
RETIREMENT PLAN

Liz Riley briefed the council on the item.
Councilmember Waldron asked
if there are any major changes from last time.
Human Resources Director Liz
Riley stated there are not.It is just a formal thing the
Internal Revenue Service wants to have on file.
City Attorney Joel Stern
stated originally they could have loans; they could take that
out of the retirement funds.The Internal Revenue Service
states they cannot do that anymore for this particular plan.
That was the only big one.They added some new language under
the Economic Recovery Act.There were not a lot of changes.

Riley stated they did not change the spirit.
This was a discussion item
only.Mayor Insalaco closed the discussion with no further
comments and moved on to the next item.
PINAL COUNTY INTERGOVERNMENAL
AGREEMENT FOR ELECTION SERVICES FOR
THE AUGUST PRIMARY ELECTION'AND, IF
NECESSARY, THE NOVEMBER GENERAL
ELECTION

Connelly briefed the council on the item.
Mayor Insalaco asked if the
board workers would be chosen by the board of supervisors.
City Clerk Kathleen Connelly
stated the political parties get to .designate representatives on
the election boards.She continued with her briefing.
Mayor Insalaco asked how many
.polling places theycould have.
City Clerk Kathleen Connelly
stated she did not know.Last time the county had nine but that
included those that are clearly outside of the city.We will
have some that have partial city voters in them.We will not
have polling places with 100% city voters.They will include
different areas.It will be more costly.
Mayor Insalaco commented it
will be a mess."
Councilmember Waldron _asked -
how they will handle the,portion of Apache Junction that is in
Maricopa County.
City Clerk Kathleen :Connelly
stated similar to the way wedid before.Thelvwill be assigned-
a polling,place and the two jurisdictions, Pinal-County and
Maricopa County, will work together to gather that voter data

such as the precinct registers, rosters and all that and get it
to the board workers.
Mayor Insalaco closed the
discussion and called for a motion.
Councilmember Evans MOVED
THAT THE INTERGOVERNMENTAL AGREEMENT BETWEEN PINAL COUNTY AND
THE CITY OF APACHE JUNCTION FOR ELECTION SERVICES FOR THE AUGUST
PRIMARY ELECTION AND, IF NECESSARY, THE NOVEMBER GENERAL
ELECTION BE APPROVED.
Councilmember Rizzi SECONDED
THE MOTION.
VOTE:Unanimous.
The motion carried.
RATIFICATION AS REQUIRED BY APACHE
JUNCTION CITY CODE AS THE CITY
MANAGER IS SEEKING RATIFICATION
OF LIZ LANGENBACH FOR APPOINTMENT
AS DIRECTOR OF PARKS AND
RECREATION
)City Manager Bryant Powell
briefed the council on the item.
Recreation Superintendent Liz
Langenbach stated she and her family are involved in the
community and they love it here.She grew up within the
recreation department and later watched it grow as a staff
member.Parks and Recreation Director Jeff Bell partnered
wherever he could to give the community the programs needed.
She thanked the council and community for supporting the
department and listed the accomplishments of the department
under his leadership.She will work as hard as she can to live
up to his high standards.
City Manager Bryant Powell
stated he is looking forward to her appointment.She has some
wonderful ideas and passion.They have a wonderful culture in
the organization and they will continue with that.

THAT THE APPOINTMENT OF LIZ LANGENBACH TO THE POSITION OF
DIRECTOR OF PARKS AND RECREATION BE RATIFIED.

The motion carried.
Councilmember Waldron thanked
Jeff Bell for surviving 35 years.
There was general discussion
about a 35 year recognition for Jeff Bell the first Tuesday in
April.

asked if this is just for private property.
Development Services Director
Larry Kirch stated that is correct.It does not apply to city-
owned towers on city -owned property, like on ballfield lights at
a ballfield, or a city -owned facility in the right-of-way.
