CALL TO ORDER Mayor Insalaco called the meeting to order at 7:00 p.m. INVOCATION Councilmember Wilson gave the Invocation. PLEDGE OF ALLEGIANCE Vice Mayor Barker led the Pledge of Allegiance. PWC2015-11, MATERIALS AND LABOR FOR ROAD IMPROVEMENTS ON SECTIONS OF BASELINE AND IDAHO ROADS, THROUGH THE COOPERATIVE PURCHASING NETWORK COOPERATIVE CONTRACT #R5225 IN THE AMOUNT OF $825,236.04 PLUS TEN PERCENT FOR CONTINGENCY IN THE AMOUNT OF $82,523.60 FOR A TOTAL AMOUNT NOT TO EXCEED $907,759.84; AND THAT THE MAYOR BE AUTHORIZED TO SIGN THE CONTRACT PENDING APPROVAL AS TO FINAL FORM BY THE CITY ATTORNEY; AND THAT APPROVAL BE GIVEN TO RESOLUTION NO. 16-07, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE VALLEY METRO REGIONAL PUBLIC TRANSPORTATION AUTHORITY FOR PARTICIPATION IN ITS FISCAL YEAR 2016 LOCAL TRANSPORTATION ASSISTANCE FUND II PROGRAM; AND THAT APPROVAL BE GIVEN TO RESOLUTION NO. 16-08, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING RENEWAL OF A GOVERNMENTAL PROFIT-SHARING PLAN AND TRUST ADOPTION AGREEMENT; REPEALING ANY CONFLICTING PROVISIONS; AND PROVIDING FOR SEVERABILITY. Councilmember Rizzi SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS, PRESENTATIONS AND PROCLAMATIONS None. ANNOUNCEMENT OF CURRENT EVENTS REGULAR MEETING OF THE CITY COUNCIL MARCH 15, 2016 PAGE 2 OF 10 Councilmember Wilson thanked Matt McNulty for taking pictures of the 24th Annual Antique Engine and Tractor show at the rodeo grounds over the weekend.They expect the total attendance to be one of the larger ones ever in Apache Junction.He described various events and demonstrations that took place. Councilmember Wilson commented this last weekend the Superstition Mountain Museum hosted the return of the Magic of the Mexican Artistry Festival.They had several award -winning artists in attendance. Vice Mayor Barker announced she and the mayor went to Gateway Airport to see flyovers.There were 35,000 people there with dozens of planes from old to new.They were dedicating a new park where visitors can view the planes landing and taking off. Vice Mayor Barker announced she went to the state legislature last week to talk to the senate judiciary committee to try to them influence on some of the bills. Councilmember Serdy announced the White Mountain Sheriff's Posse will be recreating the Pony Express ride and will begin in Williams and go through various towns.Four days later they will finish at the Hitching Post in Apache Junction on a Saturday afternoon. Vice Mayor Barker asked if the Bill Williams Mountain Men will be coming with them. Councilmember Serdy commented he does not know.It is for a charity for two brothers that were killed.They pick a new charity every year.When he has more information he will announce that as well. Mayor Insalaco commented last Friday the Senior Rodders had a picnic at the boys and girls club, dedicating a new baseball field in the name of Laurie Armstrong, the past director. Mayor Insalaco announced one of the reasons they were at Gateway Airport on Saturday was to showcase Apache Junction at a table at the event.There were a lot of people there that recognized Apache Junction. REGULAR MEETING OF THE CITY COUNCIL MARCH 15, 2016 PAGE 3 OF 10 Mayor Insalaco announced that at the board meeting this morning at Gateway Airport they announced by 2018 Allegiant will get rid of MD -80's, the noisy jets and will be going to the quieter air busses.They have expanded their service to two more cities so they are up to 38. Vice Mayor Barker stated one of the cities is Sonoma in the wine country. CITY MANAGER'S REPORT City Manager Bryant Powell thanked Brookdale for their sponsorship of the board and commission appreciation dinner, thanked the vice mayor for going to the legislature to talk about incorporation, read a letter of appreciation to staff members of the parks and recreation department and commented on Kat Caswell being selected as the International Association of Law Enforcement Intelligence Analysts Southwest Chapter Member of the Year. He introduced Connie Lane Van Driel, the president of the local boys and girls club, in order for her to introduce the new director of the local club. Ms. Connie Lane Van Driel gave a brief history of the club.She introduced Russel St. John as the new branch executive. Mr. Russell St. John gave a brief encapsulation of his life and career with the boys and girls club. PUBLIC HEARINGS APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR THE BOYS AND GIRLS CLUB OF THE EAST VALLEY - APACHE JUNCTION BRANCH FOR APRIL 9, 2016 FOR -THEIR YESTERYEAR! FUNDRAISER )City Clerk Kathleen Connelly briefed the council on the item. Ms. Sandie Smith, 4415 S. Primrose Drive, Apache Junction, addressed the council to answer REGULAR MEETING OF THE CITY COUNCIL MARCH 15, 2016 PAGE 4 OF 10 any questions.She thanked the council for supporting the kids. The event celebrates the veterans this year.They are hoping to have some from World War II.They would appreciate anyone being in costume. Councilmember Rizzi commented they look forward to this event every year and it sounds like it will be a great one again. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no further discussion, he called for a motion. Councilmember Waldron MOVED THAT THE APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR THE BOYS AND GIRLS CLUB OF THE EAST VALLEY - APACHE JUNCTION BRANCH FOR APRIL 9, 2016, SUBMITTED BY RUSSELL ST. JOHN, BE RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF LIQUOR LICENSES AND CONTROL. Vice Mayor Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. ORDINANCE'.NO. 1426, CASE PZ-2-15, A CITY -INITIATED CORRECTIVE REZONING FROM RECREATIONAL VEHICLE PARK TO RECREATIONAL VEHICLE PARK BY PLANNED DEVELOPMENT OF THE PUEBLO RV RESORT )Development Services Director Larry Kirch introduced Jesse Regnier as the new planning intern. Planning Intern Jesse Regnier briefed the council on the item. Planning Intern Jesse Regnier stated for Apache Junction. City Manager Bryant Powell stated they are so happy to have an intern to help out Rudy. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no further discussion, he called for a motion. Vice Mayor Barker MOVED THAT ORDINANCE NO. 1426 BE READ BY TITLE ONLY AND THE READING OF THE ENTIRE ORDINANCE BE WAIVED. Councilmember Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. City Clerk Kathleen Connelly read the ordinance by title only. Vice Mayor Barker MOVED THAT ORDINANCE NO. 1426, AS READ BY THE CITY CLERK, BE APPROVED AND ADOPTED. Councilmember Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. ORDINANCE NO. 1427, CASE PZ-1-16, A CITY -INITIATED REZONING FOR A PLUS OR MINUS 1.25 ACRE VACANT PORTION REGULAR MEETING OF THE CITY COUNCIL MARCH 15, 2016 PAGE 6 OF 10 OF A PLUS OR MINUS 8 ACRE PARCEL FROM RECREATIONAL VEHICLE PARK TO GENERAL COMMERCIAL )Assistant Planner Stephanie Bubenheim briefed the council on the item. Vice Mayor Barker commented she was so glad they are changing that zoning.When she saw what the zoning was she freaked out.It is the wrong place for that. Mayor Insalaco asked if there is an applicant. Assistant Planner Stephanie Bubenheim stated it is city -initiated.The owners are Ironwood Holdings LLC and they sent a notice to them.They did not have any denial for this.They want to have a commercial business area there eventually. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no further discussion, he called for a motion. DIRECTION TO STAFF None. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES Vice Mayor Barker MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:00 P.M. BE HELD ON MONDAY, APRIL 4, 2016, IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL CHAMBERS RESPECTIVELY; AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY, APRIL 5, 2016, IN THE CITY COUNCIL CONFERENCE ROOM. Councilmember Rizzi SECONDED THE MOTION. VOTE:Unanimous. The motion carried. CALL TO THE PUBLIC Mr. Marvin Leitner, 923 N. Warner, Apache Junction, addressed the council regarding shots being fired on the street adjacent to them early this morning. REGULAR MEETING OF THE CITY COUNCIL MARCH 15, 2016 PAGE 8 OF 10 Councilmember Waldron asked the police chief if he had met with him before the meeting. Public Safety Director Tom Kelly stated he is working on it. ADJOURNMENT )Mayor Insalaco adjourned the meeting at 7:35 p.m. Consent Agenda Items are as follows: 1. Consideration of acceptance of agenda. 2. Consideration of approval of minutes of regular meeting of March 1, 2016. 3. Consideration of approval to enter into contract with Sunland Asphalt for work through the Cooperative Purchasing Network cooperative contract #R5225 for $825,236.04 with a ten percent contingency of $82,523.60 for a total not to exceed amount of $907,759.64. 4. Consideration of proposed Resolution No. 16-07, recommending the city's fiscal Year 2016 Local Transportation Assistance Fund II allocation be directed to the Apache Junction Active Adult Center (dba East Valley Adult Resources) for support of transportation services. 5. Consideration of proposed Resolution No. 16-08, approving the amendments to the International City Manager Association 401(A) retirement plan and authorizing renewal of the governmental profit-sharing plan and trust adoption agreement.
