CALL TO ORDER Mayor Insalaco called the meeting to order at 7:00 p.m. ROLL CALL Councilmembers Present:Mayor Insalaco Vice Mayor Barker Councilmember Evans Councilmember Rizzi Councilmember Serdy Councilmember Waldron Councilmember Wilson Staff Present:City Manager Bryant Powell Assistant City Manager Matt Busby City Clerk Kathleen Connelly City Attorney Joel Stern Public Safety Director Tom Kelly Public Works Director Giao Pham Parks and Recreation Director Liz Langenbach Finance Director Donna Meinerts Development Services Director Larry Kirch Human Resources Director Liz Riley SPECIAL MEETING OF THE CITY COUNCIL MAY 16, 2016 PAGE 1 OF 6 Others Present:City Magistrate James Hazel Public Information Officer Al Bravo Information Technology Director Earl Simmers Supervisory Librarian Tracie Compton RESOLUTION NO. 16-09, DECLARING AS A PUBLIC RECORD AND ADOPTING CERTAIN DOCUMENTS ENTITLED "CLASSIFICATION PLAN FOR FISCAL YEAR 2016-2017", "CIVILIAN COMPENSATION PLAN FOR FISCAL YEAR 2016-2017" AND "RECRUIT AND SWORN COMPENSATION PLAN FOR FISCAL YEAR 2016-2017" )City Manager Bryant Powell briefed the council on the item. Vice Mayor Barker commented she thought they did a marvelous job of explaining all this during their meetings. Councilmember Wilson asked if the budget is available online. City Manager Bryant Powell stated that is correct.It is available online as they see it, a line item full budget, just as they have received it and potentially approving or disapproving tonight. Mayor Insalaco closed the discussion and called for a motion. Councilmember Waldron MOVED THAT RESOLUTION NO. 16-09, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, DECLARING AS A PUBLIC RECORD AND ADOPTING CERTAIN DOCUMENTS FILED WITH THE CITY CLERK ENTITLED "CITY OF APACHE JUNCTION CLASSIFICATION PLAN FOR FISCAL YEAR 2016-2017"; "CITY OF APACHE JUNCTION CIVILIAN COMPENSATION PLAN FOR FISCAL YEAR 2016-2017"; AND "CITY OF APACHE JUNCTION RECRUIT AND SWORN COMPENSATION PLAN FOR FISCAL YEAR 2016-2017"; AND DECLARING AN EMERGENCY, BE APPROVED. RESOLUTION NO. 16-11, ADOPTION OF TENTATIVE BUDGET FOR FISCAL YEAR 2016-2017 AND GIVING NOTICE OF FINAL BUDGET ADOPTION )City Manager Bryant Powell briefed the council on the item. Assistant City Manager Matt Busby stated the tentative budget, once it is adopted by the council, requires certain public notifications that have to take place before the final budget comes forward.They cannot increase the budget after tentative budget adoption but they can decrease it if something comes up that they want to take out. That is how it is laid out in state law. City Manager Bryant Powell stated the amount they wanted for investment in code compliance, to be changed from when they had their last meeting, was an expenditure increase of about $36,205.It is now in the budget. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion. City Manager Bryant Powell asked where the budget is located online so that people can go to it. Assistant City Manager Matt Busby stated it is an attachment to the agenda.All the agendas can be found on -apachejunction.legistar.com.They just would have to search for this meeting date,. the 16th of May. Assistant City Manager Matt Busby stated it would be the special meeting agenda for May 16, 2016. Councilmember Rizzi asked where they can find it once it has been adopted. Assistant City Manager Matt Busby stated it will be on www.ajcity.net/budget. Councilmember Rizzi commented that is easy enough. City Manager Bryant Powell stated they will work with Al on a press release. Mayor Insalaco closed the discussion and called for a motion. Vice Mayor Barker MOVED THAT RESOLUTION NO. 16-11, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR FISCAL YEAR 2.0162017, HEREWITH SETTING .FORTH THE TENTATIVE • ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 2016- 2017 AND GIVING NOTICE OF THE. TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET, AND DECLARING AN EMERGENCY, BE APPROVED. Councilmember Rizzi SECONDED THE MOTION. VOTE:Unanimous. The motion carried.
