REGULAR MEETING
DECEMBER 15, 2015
The regular meeting of the City Council of the City of
Apache Junction, Arizona, was held on December 15, 2015, at the
Apache Junction City Council Chambers pursuant to the notice
required by law.
CALL TO ORDER
Mayor Insalaco called the meeting to order at 7:00 p.m.
INVOCATION
Councilmember Wilson gave the Invocation.
PLEDGE OF ALLEGIANCE
Commander Jim Johnson of Superstition Mountain Veterans of
Foreign Wars Post 9399 led the Pledge of Allegiance.

ACCEPTANCE OF CONSENT AGENDA
)Vice Mayor Barker MOVED
THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND
THAT APPROVAL BE GIVEN FOR THE LEGAL ADVERTISING AGREEMENT
BETWEEN THE ARIZONA REPUBLIC AND THE CITY OF APACHE JUNCTION FOR
CALENDAR YEAR 2016 IN THE AMOUNT OF 40 CENTS PER LINE PER DAY IN
THE MESA REPUBLIC AND 85 CENTS PER LINE PER DAY IN THE ARIZONA
REPUBLIC; AND THAT AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN
THE AGREEMENT.
Councilmember Evans SECONDED
THE MOTION.
VOTE:Unanimous.
The motion carried.
AWARDS, PRESENTATIONS AND PROCLAMATIONS
Sponsorship/Partnership Programs Administrator Roger Hacker
stated Public Safety Director Tom Kelly has started a campaign
to raise money to replace the canine officer and train a new
one.
Public Safety Director Tom Kelly stated Daimont will be retiring
in one to one -and -a -half years.When asked for help, this
community continues to come to the forefront to help.The
canine will cost anywhere from $6,500 to $10,000.Training for
the officer and canine will run another $2,500 to $3,000.
Daimont has medical issues and will have to be retired.He
requested Commander Johnson of the Superstition Mountains
Veterans of Foreign Wars Post 9399 to present their check and
asked the mayor to accept the check.
Mayor Insalaco commented he had heard about this a week ago and
had it added to the agenda.

Commander Jim Johnson presented a check for $1,000 to the city
from their organization.He also presented a personal check, a
donation from him and his wife.
ANNOUNCEMENT OF CURRENT EVENTS
Councilmember Wilson commented they had the Paws and Claws
pictures and they had a pretty good turnout.It was slow to
start because of the weather but it picked up once the weather
got nicer.He did not see any cats, though.
Vice Mayor Barker commented he did not say anything about the
dogs' clothes.
Councilmember Wilson commented the dogs were dressed.
Councilmember Waldron commented there was a soft opening this
Monday of the Apache Junction Community Veterans Center.The
reception has been great.They have had around 20 veterans stop
in for assistance in the first two days.He appreciated the
support from the community.
Mayor Insalaco thanked the parks and recreation staff for the
many events they have coordinated recently, including the health
and wellness expo, the pickle ball tournament and the holiday
program and light parade.He read a list of the many local
businesses who assisted in sponsoring these programs.
Mayor Insalaco commented the Senior Rodders and Knights of
Columbus obtained fifty $125 gift certificates.On Saturday
they will be taking 50 children from the Boys and Girls Club to
Walmart to purchase clothes.
Mayor Insalaco commented he was contacted by an ASU student over
a month ago who wanted to interview him and learn about Apache
Junction.She was from the Ukraine and wanted to know how the
city worked and how he got involved in city politics.Last week
he asked her why she picked the city and him.She stated she
had contacted Tempe and had three reservations to talk to their
mayor but each was cancelled because the mayor was busy.She
went online and checked all the East Valley cities and mayors'
biographies and picked Apache Junction.She was pleased by how

she was treated by city clerk staff.She is taking a local
newspaper and magazine back with her for the holidays.
CITY MANAGER'S REPORT
City Manager Bryant Powell commented on the Silver Alert that
had occurred that night, various events for adoptions for the
Paws and Claws Center, and thanked the community sponsors.

VOTE:Unanimous.
(During the vote Councilmember Rizzi commented she had wished
they had been given the opportunity to interview the other
candidates.It was unfortunate they were not given that
opportunity.)

DIRECTION TO STAFF

SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES
Vice Mayor Barker MOVED THAT
AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:00
P.M. BE HELD ON MONDAY, JANUARY 4, 2016, IN THE CITY COUNCIL
CONFERENCE ROOM AND CITY COUNCIL CHAMBERS RESPECTIVELY;
AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY,
JANUARY 5, 2016, IN THE CITY COUNCIL CONFERENCE ROOM.

VOTE:Unanimous.
The motion carried.
CALL TO THE PUBLIC
Mr. James Boerigter, 1054 E. Roosevelt, Apache Junction,
addressed the council to thank the city for the help he had been
given but he still needs more.He invited the council to his
property to see what he is putting up with as Councilmember
Wilson had done.

Mayor Insalaco commented he has driven by the property.
ADJOURNMENT
)Mayor Insalaco wished
everyone a very safe and happy holiday season and a safe New
Years.He adjourned the meeting at 7:18 p.m.
